Special Meeting

 Open Session Minutes

 At 7:00 PM the Board President called the Special Meeting to order.  Roll Call.  Members present:  Steve Casagrande, Mylene Huskey, Randy Wakeland, Dion Moore, Lori Langhans and Patricia Green.  Members absent:  None.

 Pledge of Allegiance

 Dion Moore made motion to approve the agenda as presented.  Seconded by Mylene Huskey.  Motion passed 7-0.

 Steve Casagrande, Board President reminded all the board members that this meeting was a special called meeting and all items to be discussed could only be regarding the high school classroom additions and monies for that purpose.

 Introduction of Guests-Superintendent Brown introduced all guests for the evening:  Mike Lyss from KRJ Architects and EA Boyer from EA Boyer Building & Design. 

 Review of Bond Monies available by Angela Huskey.  After all bond issuance costs were paid ($29,900) the remaining monies are $1,470,318.57; Interest earned on the monies through investment since 05/31/07 $19,414.53;  Expenditures out on security cameras ($40,227.04) and small items for construction such as blueprints, surveys, architect fees, etc. $82,679.88.  As of today the district has $1,407,053.22 for this project. 

 Superintendent Brown reviewed the Bid Opening Meeting on 08/30/07 at 2:00 PM in the Board Room.  (See Attached notes).  Six bids were received completed and on time.  All companies that submitted bids were invited to attend this meeting.  Timeline for this project is to begin as soon as possible, completion by 08/01/08 for the 2008/09 school year. 

 Superintendent Brown reviewed the bid process for the science and art classroom furniture, and all necessary equipment.  The Grandview R-II School District is a member of the Cooperating School District Purchasing Group in St Louis.  The Cooperating School District does all the leg work on soliciting bids for items needed for the district, i.e. paper, furniture, cleaning supplies, etc.  In this case the District needed to obtain a bid on furniture and equipment for the classrooms.  Superintendent Brown contacted the Cooperating School District and obtained the contact information for the low bidder, Color Art in St Louis Missouri.  They are the low bidder that is approved for the bid on all furniture, Science and Art Equipment for the 2007/08 school year.

 Color Art was contacted and came out and met with Superintendent Brown, the Science Teachers and the Art Teacher to compile a list of all equipment and classroom needs the District has.  All equipment requested by the teaching staff was taken into consideration and is part of their bid for this construction project. 

 Review of all base bids, alternate bids, and blueprints.  (see attached PowerPoint presentation)

 Discussion of necessary alternative bids and costs.  Mylene Huskey and Patricia Green feel that Alternate Bid #5, an extra window in one science classroom and the art room are a necessity to provide more natural light. 

 Discussion of following the “original high school” plans for construction or expansion.  At this time the Board and the Architect feels that they cannot follow what prior Boards had anticipated constructing due to lower enrollment (by nearly 200 students) and the costs to construct the building as originally designed. 

 Mike Lyss from KRJ Architects used this example:  If a basement were to be placed into this new project it will cost approximately $238,000 extra dollars.  This space would not be used for classrooms only storage.  To convert this space into classrooms at a later date, the approximate costs to convert this basement would be $190,000 per classroom compared to a simple above ground expansion of 5-8 classrooms would costs approximately $135,000 per classroom.  Another item KRJ Architect Firm would like see, a 10% reserve fund in the bond dollars for change orders, contingencies, etc.  To put the basement in this project, it would not put the Board in a good position financially on this project. 

 Superintendent Brown is concerned about classrooms below ground for health reasons (mold and mildew) and no natural light or windows.  This is not conducive to education.  There are other districts in the County that have classrooms in basements that are currently having these issues. 

 Based on the review of the plans, fiscal responsibility and talking with other districts, Superintendent Brown recommends accepting the base bid from EA Boyer Building & Design without the basement with Alternate Bids #2, #6, & #7. 

 Dion Moore made motion to approve the Base Bid from EA Boyer Building Design for $884,200 and Alternate Bid #2, #5, #6, & #7 for $35,350.00, total amount of project $919,550.00.  Seconded by Mylene Huskey.  Motion passed 7-0.

 Patricia Green made motion to accept the bid from Color Art without the Prep Room as presented for $215,627.00.  Seconded by Randy Wakeland.  Motion passed 7-0.

 Total Costs for entire building project is now at 1,135,177.00.  This leaves approximately $271,876.22.  Superintendent Brown anticipates needing $50,000 for technology for the new classrooms and other classrooms around the district.   Reminder that the Board needs to keep at least 10% ($113,517) in reserves, this will only leave approximately $108,359 to spend on changes, or other needs. 

 Superintendent Brown wanted to thank the Board for their hard work on this project.  He also wants to thank EA Boyer for his assistance to the district over the past five years in other projects that have been completed (the air conditioning in the elementary, the weight room at the middle school, etc) and he looks forward to working with him on this project.

 At 8:15 PM Patricia Green made motion to adjourn.  Seconded by Mylene Huskey.  Motion passed 7-0.
